I have studied English since I entered junior-high.
6 years have passed, But I can't speak English well yet.
I can read and write it a little, but I can't speak it at all!!

Yes, force yourself to learn English. Moving to a small town in the US or another country without Japanese speakers is a good way to do that, or just make friends with someone who wants to speak English and make sure you get together regularly to speak English.
